Cost recovery questions and answers
When will the new fees and charges commence?
The revised cost recovery arrangements will take effect from 1 July 2020. The fee that will apply depends on the time an application (that meets the application requirements) is lodged in the portal.
Registration renewals paid prior to 1 July 2020 are subject to the pre-1 July 2020 fee structure. The revised cost recovery arrangements are not retrospective.
What is the timing of the changes to registration renewal fees?
- From 1 July 2020, the registration renewal fee will increase to $550 for all products.
- From 1 July 2021, the registration renewal fee will increase to $600 for all products.
Which Item/Module application fees will increase?
The timeframe and fees section on our website lists all Item and Module application fees.
Why are only some Item and Module fees increasing?
Items and Modules have several levels of evaluation related to the complexity and duration of the assessments undertaken.
The fee for each Item/Module is based off a rigorous activity based cost assessment, which underpins the Cost Recovery Implementation Statement. Fees have been apportioned relative to the cost to the APVMA of undertaking each activity, and ensures cost recovery.
Will the levy rates change?
No—there will be no changes to levy rates on 1 July 2020.
What happens to applications uploaded versus lodged pre-1 July?
Applications are subject to the fees that applied at the time the original application was lodged. An application uploaded to the APVMA system, but not lodged until after 30 June 2020, will be subject to the revised fee structure.
If my application is subject to a re-categorisation after 1 July, what fees will I pay?
Applications subject to a re-categorisation will pay fees as per the fee structure that applied at the time the original application was lodged.
Is Pre-Application Assistance advice on modules and/or fees given pre-1 July 2020 still valid if my application is lodged after this date?
Advice on modules and the associated levels of assessment for each module that was provided in Pre-Application Assistance remain valid. It is only the application fees which are changing. Applicants lodging after 30 June 2020 will need to examine the revised fee structure.
Applications lodged prior to 1 July 2020 will be finalised under the old fee structure.
There has been no change to the fees charged for Pre-Application Assistance.
