Annual reporting of active constituent data
Under section 69E of the Agricultural and Veterinary Chemicals (Administration) Act 1992, a person who imports into, manufactures in, or exports from Australia must provide the Australian Pesticides and Veterinary Medicines Authority (APVMA) with the quantities of those active constituents imported, manufactured or exported during the previous financial year (a return).
Please be aware that this process is different to the declaration of leviable values.
Who should report
Those who hold an approval for an active constituent, or the registration of a chemical product have an obligation to provide the APVMA with a return if import, manufacture, or export the active constituent or chemical product occurred within the reporting period.
A person must provide the APVMA with a return if between 1 July and 30 June they have imported into, manufactured in, or exported from Australia:
- active constituents; and/or
- chemical products.
What to report
If an active constituent or chemical product was imported into, manufactured within, or exported from Australia, you must report:
- for active constituents: the total quantity imported, manufactured, or exported
- for chemical products: the total quantity of active constituents contained within the product that was imported, manufactured, or exported.
Records of this information must be retained for six years.
You do not need to report:
- for veterinary active constituents: quantities that totalled than 3kg or less for the reporting period;
- for agricultural active constituents: quantities that totalled 10kg or less for the reporting period; or
- active constituents that were not made into an agricultural or veterinary chemical product.
When to report
Returns must be given to the APVMA before 1 October each year.
How to report
The APVMA has developed an online reporting system to make it as easy as possible to provide return. To commence reporting, log in to the APVMA online services portal and click on the ‘reporting’ tab.
From the reporting tab, users can enter quantities for each active approval, and/or for actives in each registered product, under the table headings 'imported', 'exported' and 'manufactured'.
A copy of the data entered can be viewed in a spreadsheet and saved by selecting the spreadsheet icon in the top right-hand corner of the reporting screen.
Who can access the online reporting system?
Anyone who has access to the APVMA online levies and fees system can report. This includes the primary user for the business, nominated agent or authorised agent. If you do not already have access to the APVMA system you will not be able to report.

It is an offence under the Agricultural and Veterinary Chemicals (Administration) Act 1992 to not provide a return by the due date and penalties may apply.
